Franklin County will receive sealed bids by and through the Franklin County Controller’s Office, Franklin County Administration Annex, 272 North Second Street, Chambersburg, PA 17201, for the Franklin County – Administrative Annex Demolition and Parking Lot until 4:00 P.M., prevailing time on Tuesday, November 26, 2024. Bids will be publicly opened and read on Wednesday, November 27, 2024 at 10:00 A.M. at the Franklin County Administration Annex, 272 North Second Street, Chambersburg, PA 17201 during its duly advertised public meeting.

The work includes all material, labor and equipment necessary for the demolition and associated site work of one County-owned building located in the Borough of Chambersburg, Franklin County, Pennsylvania. Bid Documents will be furnished by Noelker & Hull Associates, Inc. in a PDF format and can be obtained by contacting Michael Henry at mhenry@noelkerhull.com to receive access to a link to download the documents.

Bid Security in an amount of ten percent (10%) of the Bidder’s maximum bid is required to accompany the Bid. A performance and payment bond, each in the amount of one-hundred percent (100%) of the Contract Price shall be required from the Successful Bidder.

The Contract is subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry.

A Mandatory pre-bid conference for prospective bidders will be held at 10:00 A.M., on Tuesday, November 12, 2024, at the Franklin County Administration Annex, 272 North Second Street, Chambersburg, PA 17201. Attendance is required to enter a bid.

Bids shall be submitted only on the provided Bid Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend or make additions to the wording to any of the Bidding Documents, including but not limited to the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation and the Bidding Documents may only be modified by Addendum issued prior to the Bid opening date.

The Franklin County Commissioners reserve the right to reject any or all proposals and to waive any or all defects, errors, omissions, irregularities or informalities in a Bid or the Bid Procedure; and to accept any Bid it deems to be in the best interests of the County of Franklin.
