POSITION: This position provides building maintenance and facilities services to the County Commissioners Association of Pennsylvania (CCAP). The Facilities Maintenance Specialist is responsible for the cleaning of the building, setup of meeting rooms, general landscaping, minor repairs, and other duties related to maintaining the operations of the building and facilities. Direct supervision will be provided by the CCAP Chief Operation and Information Officer (COIO).

While this is a full-time position, hours are somewhat flexible as cleaning activities will need to occur during non-standard working hours to avoid disruption of meetings but will be designed to overlap regular office hours to be able to participate in CCAP wide activities. Most work is performed with moderate supervision and reports any issues, questions, or concerns to the COIO. This position is not eligible for telework, however, exceptions can be approved by the COIO in advance.


CCAP advocates as the unifying voice of all Pennsylvania counties and provides leadership and support for excellence in county government.

GENERAL RESPONSIBILITIES
  • Cleaning of the office building daily.
    • Includes vacuum-cleaning, trash and recycling removal, dusting, bathroom cleaning, mopping, window cleaning, carpet spot cleaning, and similar tasks.
  • Conference room furniture setup based on meeting requests.
  • Property upkeep, including mowing the lawn, cleanup of leaves and debris, planting bed maintenance.
    • Coordinate landscaping projects with external landscapers as needed and approved.
  • Perform general maintenance and repairs that do not require a licensed plumber or electrician, such as changing light bulbs, opening clogged drains, and similar activities.
  • Work with the CCAP HVAC vendor to ensure proper care and operation of the buildings HVAC system.
  • Ensure appliances are in proper working order and coordinate repairs as needed.
  • Coordinate and oversee service calls and agreements with outside licensed contractors for the maintenance of the building and facilities.
    • Includes scheduling services, repairs, inspections, and building improvement projects.
  • Perform snow removal from sidewalks during working hours to augment the contracted snow plowing and removal company.
  • Responsible for minor painting projects.
  • Make recommendations to management regarding facility systems, and procedural changes.
  • Assist other CCAP staff as needed related to maintenance of different workspace environments.
  • Move office furniture, equipment, supplies, and other items as needed.
  • Performing annual special maintenance projects for the building and facilities.
  • Maintaining maintenance logs and resources.
  • Order supplies and maintain a supply of resources in support of operations of the building and facilities.
  • Participate in the CCAP safety committee.
  • Perform other duties as assigned by the CCAP Chief Operation and Information Officer or Executive Director.

QUALIFICATIONS
Experience and Education:
  • Three (3) years of experience in janitorial or custodian services or related field.
  • Some experience in general building repairs, electrical, plumbing or general maintenance preferred.
  • Knowledge of the operation of cleaning equipment and general tools.
  • Basic computer skills.
 
An equivalent combination of experience and education will be considered satisfactory for the position. 

Required skills and knowledge
  • Attention to detail and the ability to independently create solutions with minimal oversight.
  • Communication skills.
  • Ability to work independently and as part of a team.
  • Knowledge of the operation of office equipment including copiers, printers, phones, etc.
  • Strong time management skills.
     
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
  • Must be able to perform physical duties assigned to job, including extensive bending, reaching, and lifting of heavy objects over 30 pounds.
  • The position may require standing or sitting for extended periods of time and the ability to operate equipment essential to the completion of the position's responsibilities.

FLSA: For purposes of the Fair Labor Standards Act this position is a non- exempt position.
