POSITION SUMMARY:
This is a full-time position for an attorney who is committed to serving the public in a fast-paced environment that encourages and rewards teamwork, creative thinking, and sound judgment.  The primary responsibilities for this Deputy County Solicitor will be to provide legal advice to and representation of the County’s Children and Youth Social Services Agency (“Agency”) including performing and supervising legal representation of the Agency and its employees in court matters.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Deputy County Solicitors assist the Administrative Deputy County Solicitor and the County Solicitor in the management and oversight of the operations of the Law Department by providing guidance to Assistant County Solicitors and staff about legal issues and by ensuring County stakeholders receive legal advice in a timely manner. All attorneys in the Law Department are required to adhere to a high level of effectiveness, efficiency and ethical fitness.  The Law Department expects Deputy County Solicitors to work with a higher degree of independence, to demonstrate exceptional judgment, and to develop subject matter expertise.  Although Deputy County Solicitors are expected to provide legal services in accordance with the needs of the County, the primary responsibilities for this role will be:
  • Reports directly to the County Solicitor and acts on his/her behalf as needed.
  • Provides legal counsel for and advice to the Agency;
  • Develops and maintains an expertise in Child Welfare law;
  • Independently handles the commencement, litigation and defense of actions on behalf of the Agency;
  • Supervises and assigns Assistant County Solicitors and legal support staff to provide legal representation of the Agency;
  • Supervises the preparation of Agency employees for testimony in court including, but not limited to, Dependency Court, Family Court, Juvenile Court, and Administrative hearings;
  • Supervises outcome determinations in consultation with the Agency and assigns legal coverage for Administrative appeals thereof;
  • Develops and provides legal trainings to Agency employees as requested by the Agency;
  • Consults on privacy matters, contracts, and non-litigation Agency-related matters when requested by the Administrative Deputy County Solicitor;
  • Performs other duties as assigned by the County Solicitor or the Administrative Deputy County Solicitor.
QUALIFICATIONS REQUIRED:

  • At least five years of legal experience is required.
  • Be currently and continually licensed to practice law before the Pennsylvania Supreme Court.
  • Pass a criminal background check including a Pennsylvania State Police criminal history record check, a Pennsylvania statewide child abuse report database check, and a Federal Bureau of Investigation criminal history record check.
  • Excellent written and oral advocacy skills.
  • Ability to learn new areas of the law.
