Position Summary

Under general direction, the GIS and Database Administrator will support the GIS operations of various York County departments. The Administrator will be responsible for maintaining GIS application upgrades, implementations, and troubleshooting, as well as, understanding, planning, measuring and providing feedback to departments on GIS data trends.  In addition, the position will develop and implement policy and procedures for York County Government business processes to ensure GIS processing efficiency and customer satisfaction.  This position will advise on necessary upgrades to various software platform and communication of the result of the upgrades.  

Essential Duties and Responsibilities

 

  • Serves as the process manager for GIS projects by identifying potential needs and capabilities, collaborating on design, developing work plans and outcomes, including tasks and goal dates to meet goals and departmental needs.
  •  Establishes, builds and maintains database of associating attribute data to GIS layers; ensures data meet the needs of users; ensures redundant data collection efforts do not occur; determines metadata and data production standard to ensure data quality and value.
  • Standardizes geographic data, makes additions, changes, and deletions to the databases as needed. 
  • Manages data for effective use in projects and within GIS systems, including very sensitive and highly confidential data. 
  • Maintains extremely high level of accuracy in changing, analyzing, and interpreting data.
  • Performs geospatial modeling and spatial analysis.
  • Documents comprehensive processes and procedures that will meet the GIS project and ongoing GIS tool needs of each department.  
  • Communicates and presents ideas and complex, accurate information to diverse audiences through verbal, written and graphic means.  
  • Maintains knowledge of the County, State, and National data and GIS resources, including geographical, street, township / municipality and other applicable subdivisions.
  • Provides support for grant initiatives that relate to GIS. 
  • Evaluates hardware and software requirements for maintaining GIS system.
  •  Integrates GIS system into daily functions of County offices/departments.
  •  Conducts GIS training for County personnel.
  •  Evaluates and develops existing GIS application software and prototypes to improve efficiency and to improve product quality.
  •  Keeps abreast of new technological advances and recommend future enhancements.
  • Performs other duties as assigned.

 

Essential Requirements

 

  • Bachelor’s Degree in Geographic Information System (GIS), Computer Science, Geography, or a closely related field with a GIS certificate or coursework is required. 
  • 3+ years of experience performing related work in the field of large GIS integration projects or other relevant fields of work. 
  • Works closely with County IT, Human Services, Agriculture Preservation, Conservation District, 911, Emergency Management, Assessment and York County Planning Commission staff to coordinate GIS processes. 
  • Proficiency with ArcGIS desktop software and data management. 
  • Experience with the administration, configuration, deployment and maintenance of enterprise GIS technologies such as ESRI’s ArcGIS Server, ArcGIS Online, Portal for ArcGIS and ESRI Enterprise Geodatabases.
  • Experience using Microsoft SQL Server and SQL Server Management Studio.
  • Knowledge and understanding of GIS/GPS principles, databases, cartographic, geographic, statistical and mathematical theory sufficient to perform geographic analyses is required. 
  • Certification as Geographic Information System Professional (GISP) is preferred. 
  • Customization, automation and scripting skills (JavaScript, Python, etc.).
  • Ability to manage comprehensive Database and GIS integration project.
  • Performs research and analysis using GIS software to benefit the County and its citizens.
  • Experienced in Microsoft Office.
