CCAP Announces 2025 Officers and Awards Recipients at Annual Conference

2025 CCAP Officers
During the conference, members of the association elected Indiana County Commissioner Sherene Hess to be their 2025 president.
The County Commissioners Association of Pennsylvania (CCAP) elected their 2025 officers and presented seven county government awards during its 138th Annual Conference and Trade Show in Gettysburg August 4-7. 

During the conference, members of the association elected Indiana County Commissioner Sherene Hess to be their 2025 president. Hess and other elected officers will begin their terms on January 1, 2025. 

Other county officials elected to be leaders of CCAP include Joe Kantz, Snyder County commissioner, first vice president; Dave Glass, Clearfield County commissioner, second vice president; and Julie Wheeler, York County commissioner, treasurer. Michael Rivera, Berks County commissioner and current CCAP president, will serve as the Association’s board chair in 2025.

Elected as district representatives to the CCAP board were: District 1 Representative Tricia Durbin, Warren County Commissioner; District 2 Representative Pat Fabian, Armstrong County commissioner; District 3 Representative Amy Webster, Blair County commissioner; District 4 Representative Preston Boop, Union County commissioner; District 5 Representative Christine Reuther, Delaware County Councilmember; District 6 Representative Lori Vargo Heffner, Northampton County council member; and District 7 Representative Brian Smith, Wayne County commissioner. Those elected will also begin their terms on January 1, 2025.

  CCAP also presented the following awards for excellence and commitment to county government. 

•    Outstanding Commissioner/Council Member Award– Randy Phiel, Adams County
•    Chief Clerk / Administrator of the Year – Robin Maryai, Indiana County
•    Solicitor of the Year – Molly Mudd, Adams County
•    Friend of County Government – Jennifer Knapp Evans, Snyder County Children and Youth Director.
•    Affiliate of the Year – Andrea Kepler, Dauphin County mental health administrator
•    Technology and Innovation Award – Kevin Tusick, Chief Technology Officer for Beaver County. 
•    President’s Awards – Christian Leinbach, Berks County Commissioner and C.S. McKee
