Program & Policy Analyst, PACA MH/DS
Overview:
The County Commissioners Association of Pennsylvania employs the Program and Policy Analyst under an affiliation agreement with the Pennsylvania Association of County Administrators of Mental Health and Developmental Services Programs to provide expertise in the areas of mental health, developmental disability programs, autism and early intervention and to provide staff services to PACA MH/DS. This position also collaborates with CCAP Government Relations regarding policy and interaction with legislators and their staff. This position collaborates in staffing CCAP’s COMCARE Program (The County Managed Care Resource) which works to preserve the County Administered Medicaid Managed Care Program – HealthChoices. The position is supervised by the Executive Director of PACA MH/DS.
This position is eligible for telework pursuant to CCAP’s telework policy.
Responsibilities & Essential Functions:
Represent the interests of PACA MH/DS, in alignment with CCAP, to state government. Liaise especially the Department of Human Services’ Office of Mental Health and Substance Abuse Services, Office of Developmental Programs, Office of Administration, Office of Medical Assistance Programs, and the Department of Education’s Office of Child Development and Early Learning.
Promote and maintain relationships with key staff in relevant state offices, especially those noted above. Respond to member inquiries and other requests for information and outreach. Provide consultation to county administrators and serve as a liaison between administrators and DHS offices for the purpose of problem solving, advocacy, and policy clarification.
In close concert with Legislative Delegates, this position serves as primary analyst for legislation, regulations and policy statements that impact the operations of county mental health and developmental programs, supports coordination organizations and HealthChoices oversight entities.

General Responsibilities:
- Determine impact on Counties for any proposed legislation, policy changes, or regulations by analyzing documents and notify county administrators.
- Draft policy position papers and legislative testimony.
- Coordinate Monthly Newsletter focused on key issues and information crucial to county programs.
- Assist with member communications and informational updates related to legislation, regulations and policy statements that impact PACA MH/DS voting and associate members.
- This position will serve as primary staff liaison to standing committees of PACA MH/DS as assigned and will work in concert with the PACA MH/DS Communications Lead in planning for and documenting discussions and actions . This position will help coordinate with Standing Committee Co-Chairs and Board to provide direction for Strategic Programming/Training Innovations. Facilitate Ad Hoc Work Groups as assigned.
- Assist the CCAP Government Relations Team and Executive Director in development of strategy related to implementation of action items identified by PACA MH/DS membership.
- Mentor new PACA MH/DS and Policy Team Staff as appropriate re: Association policy positions, Legislation, current issues.
- Act for the Executive Director in his/her absence or as assigned.
- Promote and maintain effective work relationships between PACA MH/DS, CCAP and other CCAP affiliates.
- Other duties as assigned.
Education:
Required:
- A college degree in administration, social sciences or other related field of study and three years of experience in association management or government,
- A master’s degree in administration, social services or other related field and two years of experience in association management or government
Required Skills and Knowledge:
- Attention to detail and the ability to independently problem solve with minimal oversight.
- Highly computer literate with capability in email, MS Office, databases, and related business and communication tools.
- Ability to understand and interpret legislative documents, including but not limited to, draft regulations, proposed policies, and state bulletins. (Required)

- Demonstrated ability to effectively communicate with varied audiences (Required)
- Good time management skills (Required)
- Demonstrated knowledge, skills and abilities in organization management. (Preferred)
- Knowledge of state and local government and mental health and developmental services programs, autism and early intervention. (Preferred)
- Demonstrated ability to facilitate and moderate varied work groups and committees both in person and virtually. (Preferred)
Working Conditions and Physical Requirements:
- The standard office hours of the Association are 8:30am - 4:30pm.
- Periodic travel will be required, primarily within the state of Pennsylvania.
- The position may require standing or sitting for extended periods of time and the ability to operate computer equipment essential to the completion of the position’s responsibilities.
