Provides executive leadership, strategic direction, and overall management of the Cambria County Area Agency on Aging by leading the delivery of responsive person-centered services that promote health, safety, independence, and overall quality of life for older adults.
Operationally responsible for planning, developing, monitoring, and administrating the following programs, services, and departments serving older adults: Protective Services, Care Management, Assessments, Guardianship, Ombudsman, Senior Activities Centers, Home Delivered Meals, Congregate Meals, Caregiver Support Program, PA Medi and other related services and programs.Develops, implements, and oversees agency policies, procedures, and internal controls to ensure compliance with Pennsylvania Department of Aging (PDA) directives, cooperative agreements, Aging Program Directives (APDs), the Older Americans Act, and all applicable federal, state, county, and local laws and regulations. Directs the procurement, negotiation, and administration of contracts with service providers.
Leads efforts to sustain and enhance the Elder Abuse Task Force and multidisciplinary partnerships with financial institutions, law enforcement, health providers, and other stakeholders to improve coordinated responses to elder abuse, financial exploitation, and neglect.Responsible for development of the Four-Year Agency Plan, convening Advisory Council meetings according to Council bylaws, ensuring agency compliance with PDA reporting, data entry, and monitoring requirements.
Recommends personnel actions related to recruitment, hiring, promotions, performance management, disciplinary actions, and employee development in accordance with county personnel policies and applicable collective bargaining agreements. Directs, supervises, and evaluates agency staff to ensure effective delivery of programs and services, fostering a collaborative and accountable work environment.
Exercises oversight, accountability, and financial monitoring of Cambria County Senior Centers’ 501(c)(3) non-profit organization serving as the fiscal agent for senior center checking accounts. Ensures appropriate financial controls and documentation for donations, program related expenditures, deposits, and the collection and transfer of meal donations to the agency in accordance with agency policies and IRS requirements for maintaining tax-exempt status.
Directs the development, submission, and implementation of agency grant applications and grant funded projects, ensuring compliance, fiscal accountability, timely reporting, and achievement of program objectives.Provides strategic leadership to advance the agency’s mission by ensuring responsible stewardship of public resources and effective delivery of services that support older adults across the continuum of need - from protective services for those most at risk of abuse, neglect, or exploitation to community-based programs, including senior community centers, that promote wellness, independence, and social engagement.
