Interim Managing Director of Insurance Programs Doug Hill was formerly executive director of CCAP, a post he held for nearly 36 years, from 1984 to his retirement at the end of 2019. Prior to that he was director of research and later chief lobbyist for the Pennsylvania State Association of Boroughs.
In retirement he has been active in community service, most recently in several roles with the receiver and recovery plan for the City of Harrisburg and as the PA Senate President Pro Tempore’s appointee to the Harrisburg Intergovernmental Cooperation Authority.
He is also active in various nonprofit community groups, environmental and recreation projects, and assorted volunteer activities, and he holds local, regional and national leadership posts in his church. He has a Bachelor of Arts in political science from Westminster College (PA) and a Masters in Public Administration from Penn State.
