Position Summary

The Director of Facilities Management is responsible for the oversight and management of all County buildings and grounds including, but not limited to, the Judicial Center, Administrative Center, Human Services Center, Archives, Youth Development Center, Emergency Services Center, Substance Abuse Center, 19 District Court Offices, Pleasant Valley Road, and other sites as assigned.  The Director will collaborate and cooperate with the Board of Commissioners and County Engineer to ensure appropriate facility plans are in place at all facilities.  The Director will also work with other County staff and Elected Officials to develop preventive maintenance programs and long-range planning.  The Director will directly supervise all Facilities Managers to ensure that maintenance and custodial services are appropriate for each location and adequate staffing is available to maintain facilities.  The Director will be the County representative and Project Manager on new projects and other capital improvements to existing facilities.

Essential Duties and Responsibilities
  • Manage the operation and maintenance of grounds, facilities, tools, equipment, and building systems.
  • Supervise all maintenance, custodial, and related personnel and develop scheduling, safety, and training programs for Facilities Management personnel.
  • Maintain compliance with all local, state, and federal laws (e.g. Americans with Disabilities Act (ADA) compliance, Department of Health (DOH), Department of Corrections (DOC) and Immigration and Customs Enforcement (ICE)).
  • Implement and maintain a predicative and preventative maintenance program,
  • Plan, prepare, and administer Facilities Management budgets.
  • Negotiate and prepare contracts with assistance of the County Solicitor for the following:
    • Elevators – All County facilities
    • Waste Management – All County facilities
    • Fire alarm
    • Pest Control
    • Sprinkler Systems
    • Fire Extinguishers
    • HVAC maintenance
    • Snow removal and HVAC maintenance at MDJ offices
  • Monitor closely the natural gas and electricity markets and working with the County designated broker, initiate the purchase of both commodities when advantageous.
  • Manage purchase requisitions and invoice approval for facilities under Facilities Management direction.
  • Coordinate the weather-related closure decision making process for the County and effort at designated facilities to ensure sufficient resources are available to complete the task.
  • Conduct regular inspections of facilities, identify deficiencies and implement corrective action.
  • Oversees leased facilities used for County operations.  Determines alternate options/locations and renegotiates and prepares rental agreements.   
  • Collaborates with Department Directors and Elected Officials to determine the most efficient use of space to accommodate needs.  
  • Establish effective and efficient building use policies for employees, public, contractors, and tenants.
  • Coordinate activities with County Engineer and the Board of Commissioners. Assist the County Engineer or initiate the planning and developing and project management of new projects and renovations to existing facilities.
  • Develop and implement departmental policies and procedures.
  • Maintain regular interaction with Elected Officials and Dept Heads to ensure Facilities Management effectively supports their operations and functions.
  • Regularly interact with the Sheriff’s Department, the Courts, the City of York and the Commonwealth of PA in regard to safety, security, and regulatory compliance of facilities.
  • Coordinate and administer the upkeep of County parking lots and waiting lists.
  • Serve as County MS4 representative with the York County Planning Commission. Ensure staff is properly trained and documentation complete in order to maintain compliance with the County’s EPA permit.
  • Coordinate and execute annual evacuation drills and debrief meetings and update processes and procedures as required.
  • Facilitates off-site meetings for the Board of Commissioners that may occur throughout the County.  
  • Coordinates with the County Purchasing department to leverage “economy of scale” savings where feasible.
  • “On call” and responsive to all facility related emergencies and report all incidents to the Board of Commissioners.
  • Other reasonable duties as assigned by supervisor.
Essential Requirements
  • Minimum of a high school diploma with some post secondary technical training, certificates of completion in technical courses deemed applicable to the requirements of the position and demonstrated efforts in continuing education.
  • Minimum of three (3) years of experience in a supervisory or lead position in facilities management.
  • Minimum of three (3) years of experience in the operation and maintenance of automated building systems, including fire alarm systems, sprinkler systems, energy management systems, security systems, data and telecommunications systems and audio/visual systems.
  • Demonstrated competence in general construction techniques, HVAC and building systems.
  • Ability to read and comprehend architectural and engineering plans and technical drawings as they relate to the operation, maintenance, and repair of facilities.
  • Familiarity with the use of personal computers of various functions including CAD, email, word processing, spreadsheets, and scheduling.
