Position Summary

This position is responsible for establishing paternity for children born outside of marriage, is responsible for financial evaluation in a joint conference setting leading to the establishment of support orders for dependant spouses and children and is required to provide excellent service to internal and external customers.
 
All duties are done in compliance with State law and rule and meet the requirements of PACSES (Pennsylvania Child Support Enforcement System) and Domestic Relations procedures as well as local Court policies and procedures. This is a bargaining unit position.
 

Essential Duties and Responsibilities
  • Conduct joint support conferences with parties and their counsel.
  • Confirm demographic, employment and wage information.
  • Inform parties of their rights regarding paternity.
  • Enter orders to require parties to appear for genetic testing and/or orders resolving the paternity issue.
  • Determine the net income of the parties' involved too establish an order of support.
  • Calculate the amount of support as well as all the conditions of the order and enter the terms on the PACSES system.
  • Advise and direct the fiscal unit of any unusual fiscal arrangements that need to be accommodated on a case including cases involving credit balances.
  • Complete and/or direct workers to do locate work as necessary to find parties and/or income for establishment of an order.
  • Update docket indices on the computer as needed.
  • Review and determine re-direction of conference notices that have been returned to complete service of the notice.
  • Prepare cases for Court when a review has been requested.
  • Represent Domestic Relations in Court and assist the Court when required.
  • Review orders received from Court in appeal hearings and modify applicable terms in the PACSES system.
  • Assist parties in accomplishing their goals of obtaining support and complying with the orders entered, while not providing legal advice.
  • Complete duties in accordance with written procedures for unit.
  • Complete monthly file management assignments.
  • Carry out required case file management system tasks to ensure ease of file location for all office workers.
  • Maintain and submit required monthly statistical reports on work activity.
  • Demonstrate proficiency with general and duty-specific portions of PACSES system.
  • Comply with all system and office security and safety procedures and confidentiality requirements
  • Attend overview and topic specific training at PACSETI (PA Child Support Enforcement Training Institute) or other relevant trainings as required to enhance work performance.
  • Assist with special projects as needed.
  • Other reasonable duties as determined by management
  • Must pass Criminal Background Investigation.
  • Must pass a Drug Test
Essential Requirements
  • Must possess a bachelor' degree from an institution accredited by the US Department of Education.
  • Must possess excellent organizational and time management skills.
  • Must possess effective communication skills, both verbal and written, which includes the ability to interact in a congenial and responsible manner.
  • Ability to maintain control in a highly charged, stressful environment.
  • Must be able to perform complex mathematical calculations (addition, subtraction, multiplication, division, percentages) either manually or using a calculator.
  • Ability to type, spell and punctuate accurately.
  • Ability to file paperwork and/or locate a case within the office through various methods.
  • Ability to apply interpersonal and problem-solving skills with clients and other agencies.
  • Ability to effectively manage one's time so that all tasks are completed within established time standards.
  • Ability to work within the organizational structure (chain of command); adhere to and support the policies and procedures of the County and/or court.
  • Ability to establish and maintain a professional demeanor with staff, representatives of other offices, the Court and the public.
  • Must be able to provide exceptional customer service to both internal and external clientele.
  • Possess excellent team work and interpersonal skills.
  • Ability to lead and direct personnel within the unit to accomplish the goals of the unit.
  • Bi-lingual skills are not required, but are considered a plus for a candidate.
  • Familiarity with operation, daily maintenance of office equipment (personal computer, printers, copy and fax machines, etc).
  • Must pass Criminal Background Investigation.
  • Must pass Drug test
