The Director of the Chester County Department of Community Transit is a key senior leadership position responsible for the overall management of the Department. This position is responsible for developing policies, procedures, programs and initiatives to ensure cost effective and efficient management of the Department of Community Transit and the paratransit system in Chester County.
This position requires a Bachelor’s degree in Planning, Public Administration, Transportation, Engineering, Business Administration or a related field. Related experience may substitute for educational requirements on a year for year basis. An advanced degree is highly desirable.
This position requires a minimum of five (5) years of successful top management experience for a major metropolitan area and/or managing public transportation with paratransit / bus operations, with a minimum of seven (7) years of progressive responsibility in municipal administration (including significant administrative and personnel management responsibilities is preferred).
- Essential Duties

- Provides overall department leadership, direction, and support for Chester County objectives within established policies and parameters.
- Develops and implements procedures and policies related to effective paratransit transportation operations.
- Works collaboratively with staff to develop goals and objectives to support the department vision of providing quality community transit services.
- Communicates with staff on a continual basis; coaches and mentors employees; meets regularly with internal staff to review various projects and programs.
- Ensures the communications between operations, contracted maintenance, customer service, and other support areas results in the most efficient and safe community transit service.
- In collaboration with the fiscal team, develops and prepares the department operating and capital budgets.
- Identifies, formulates, and recommends budgetary requirements including personnel and materials to ensure sufficient resources to provide safe and reliable paratransit services.
- Monitors expenditures in accordance with financial guidelines to ensure budgetary controls and efficient operations.
- Evaluates work methods and operations, division policies, procedures, and services to determine effectiveness.
- Reviews statistical data reports relating to performance indicators (on-time performance, customer concerns, and accidents).
- Meets with local, state, and federal agencies regarding transportation-related projects.
- Prepares and facilitates community transit presentations on transportation-related topics to various groups.
- Directs the development of strategic contingency plans; coordinates emergency procedures and ensures personnel are properly trained and appropriate equipment is available.
- Advises the Deputy Director of Community Transit on matters which may have an impact on paratransit operations and formulates suitable recommendations to unique situations and problems that arise.

- Ability to coordinate and direct work assignments and supervise and coach direct report and staff to ensure positive morale and performance results.

Physical Demands:
While performing the duties of this position, an individual is frequently required to sit, and talk or hear. Occasionally, an individual will need to stand, walk, bend at the waist while working, and climb stairs. On rare occasions, the individual will need to reach or work with arms above shoulders, kneel, stoop, crouch or squat.
The specific vision requirement listed for this position is: Close vision (clear vision at 20 inches or less)
Work Environment:
Most duties are typically performed in an office environment, where the noise level is quiet to moderate. Duties may occasionally be performed at off-site locations and/or outdoors, which may necessitate dealing with excessive heat or cold and/or moderate to loud noise levels.
