POSITION SUMMARY

This is a full-time position for an experienced civil litigator who is committed to serving the public in a fast-paced environment that encourages and rewards teamwork, creative thinking, and sound judgment. After a probationary period, an attorney in this position may be eligible for a promotion to supervise all civil litigation.

SALARY $85,000 - $100,000

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
:

All Assistant County Solicitors are required to adhere to a high level of effectiveness, efficiency and ethical fitness.  The County Code provides that Assistant County Solicitors perform such duties in connection with the legal affairs of the County as may be assigned to them by the County Commissioners or the County Solicitor.  Specific duties and responsibilities are therefore assigned to each attorney by the County Solicitor.  The specific portfolio of responsibilities of a new Assistant County Solicitor could include any of the following:
 

  • Defends the County in civil actions brought in state or federal court at the trial and appellate levels.
  • Provides advice to, develops subject matter expertise for, and litigates on behalf of County departments that report to the Board of Commissioners.
  • Proposes, researches, and drafts documents relating to affirmative litigation, County ordinances, and other proactive measures designed to protect the County and its residents from fraud, false claims, and other unfair trade practices. 
  • Proposes, develops, and reforms policies in accordance with the policy and administrative goals of the Board of Commissioners, the Board of Elections, and other entities on which the Bucks County Commissioners serve. 
  • Responds to requests pursuant to the Right-to-Know Law including drafting appeals to denials of requests.
  • Provides legal counsel to the Board of Elections, including on Election Day.
  • Performs other duties as assigned by the County Solicitor or the First Assistant County Solicitor.

QUALIFICATIONS REQUIRED:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   The requirements listed below are representative of the knowledge, skill and/or ability required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • License to practice law before the Pennsylvania Supreme Court.
  • At least three years of (preferably federal) litigation experience.
  • Excellent written and oral advocacy skills.
  • Ability to learn new areas of the law.
  • Sound judgment.
  • Commitment to public service.
  • Vaccination for COVID-19 (or approved medical/religious exemption).

PREFERRED EXPERIENCE:

The following is a non-exhaustive list of experiences that would assist in carrying out the essential functions and responsibilities of the position.  

  • Experience litigating employment and/or civil rights matters.
  • Experience with arbitrations and/or mediations
  • Experience advocating for diverse communities. 
  • Experience supervising attorneys, paralegals and legal assistants.
  • Judicial clerkship.
